Corresponds to the Tag::ROOT_OF_TRUST authorization tag, which uses a tag ID value of 704.

ASN.1: rootOfTrust [704] EXPLICIT SEQUENCE OPTIONAL. Present in key attestation versions 1, 2, 3, 4, 100, 200, 300, 400.
